中新社北京4月26日电 (记者 徐婧)北京中关村综合保税区(简称“中关村综保区”)26日通过联合验收组正式验收，具备开关运作条件。
中关村综保区是中国首个在中央文件中明确设立的、首个以“研发创新”为特色的综合保税区，选址地块位于北京市海淀区温泉镇，地处中国(北京)自由贸易试验区科技创新片区海淀组团范围内，规划面积0.4平方公里。
当天，由中国海关总署会同国家发改委等组成的联合验收组，对中关村综保区进行实地验收。验收期间，实地察看了中关村综保区的周界隔离设施、入出区智能通道设施及有关监管设施、办公用房及监管配套设施。
经联合验收组审议，一致同意中关村综保区通过正式验收。联合验收组宣布，中关村综保区周界隔离设施内0.372平方公里的基础和监管设施，符合国家有关法律法规和相关规定，中关村综保区已具备开关运作条件。
记者从北京海关获悉，中关村综保区具有国家服务业扩大开放综合示范区、自由贸易试验区、中关村国家自主创新示范区和综合保税区“四区叠加”优势，吸引优质企业集聚。已签署意向入区协议的11家企业，将按计划有序入区。
中关村综保区拥有66万平方米产业空间，通过正式验收意味着北京已拥有3个优势特色互补的综合保税区。作为以“保税研发”为主要功能的综保区，中关村综保区将全力打造科技创新高地。
北京海关副关长冯斌说，中关村综保区将发挥政策优势，通过培育“保税+”新业态，鼓励区内科技创新、培育新质生产力，强化区内外产业联动，持续释放国家级开放平台带动效应。(完)
